Although the 3.7 freeze last week was a bit controversial, it seems like
we've actually behaved accordingly, i.e. I don't think there were any
commits that weren't appropriate during freeze-time.

Therefore I propose we branch on Tuesday, and release about a week after
that.

(Tuesday and not Monday because it's weekend now so not everyone is
following things closely, and I think we should leave some opportunity
for discussion or objections)

I'd say we release on the 29th. We haven't done any releases during a
DevConPub yet, this is an opportunity to fix that.
