I wouldn't mind having a setting for the default mode, but:
* I think that's orthogonal to FS#11769, so not really relevant for
  whether or not to commit that.
* If we do that, I think the default shouldn't change, because (a)
  people don't read documentation and I think being able to put files
  on your DAP is more important than being able to play said files
  while charging, and (b) DAPs that don't charge over USB will still
  have the current behaviour, so changing the default would introduce
  a rather gratuitous difference between different DAPs.
