IMO the sleep timer has something to do with starting / shutdown (more so than with time&date), and hence belongs to the same menu as e.g. "start screen" and "idle power off", i.e. to "GeneralSettings -> System".

In other words, I agree with your proposals, just can't decide with which one more :-)
