According to Moos (current maintainer of the French translation file), this is a patch for francais.lang that downcase almost everything, according to french grammar.

I'm used to seeing updates from Moos... is this from you or Moos?

Could you please create it in the correct DIFF format? (Or post the whole file)

I've got updated/reworked version of this min/MAJ conversion, I'll see with Siltaar for confirmation and the update this patch
