FS#6986 - Real Time Clock WPS Tags (%c)

DetailsThis patch adds details on the RTC (%c) tags to the rockbox manual. They're as accurate as the comments in the source code, (the new WPS tokenizer ones) I didn't test them all. I compiled the manual, it seem to be working fine. There's a condition not to display it on targets that don't have a clock. (Though I'd mention it just in case someone compiles it on a clockless target and doesn't see any change.)

This patch needs to be updated to reflect the changes in SVN.
