this patch reworks how the icons are handled in gui/icons.c.

its ready for commit but not sure if there is any point in adding it unless it works as planned for statusbar icons which i havnt finished yet.

so this is here so i dont accidently lose it.

if anyone wants to test it out and make sure I didnt introduce any icon bugs that would be great.
