FS#9668 - genlang usage error messages should be printed to STDERR

When running the genlang tool according to http://www.rockbox.org/twiki/bin/view/Main/LangFiles#Preparation_every_time_you_updat, like in the following example:
$ ../../tools/genlang -s -e=english.lang yourlang.lang > yournewlang.lang
usage error messages are printed to STDOUT instead of STDERR, and are being redirected to the output file instead to the console.
The attached patch fixed this issue.
