Details

For BDF version 2.2, DWIDTH is not indispensable to any characters.
(see BDF 2.2 spec. http://www.adobe.com/devnet/font/pdfs/5005.BDF_Spec.pdf)

But , the convbdf is created on the assumption that DWIDTH is indispensable.

Then, the bdf file which the version is 2.2 cannot be converted into .fnt file by using the convbdf.

I send the this problem's patch.
