FS#12896 - Suspiciously low theme ratings, inconsistent rating average

I noticed that some of my latest "Googley" themes for the iPod Video/Classic and the Fuze+ were getting suspiciously low ratings.
Then I noticed that another theme from another author, "ipodWidgets" had a stupidly high count of extremely low votes: at this time, 0.5 star out of 5, with 28 votes. A snapshot from archive.org from november 2012 shows 4 stars out of 5 with 18 votes, for that theme, ipodWidgets. Since the theme hasn't been updated since 2009, the ratings should not have been reset.
The math doesn't add up. With 4 stars and 18 votes, that's 4x18 = 72 points. If all of the last 10 votes from the current vote count of 28, where all ratings of 0, then the average would currently be: 72/28 = 2.5 stars out of 5. How is it that the current average is 0.5?
P.S. it seems that the rating form doesn't do sanity checks on the submitted value.
