FS#313 - Fix for headerlen for ID3v2.2

I had some mp3 files that were using ID3v2.2 tags (don’t
ask what program generated them, I have no idea) and was
having problems with them. Turns out that there is a
difference in how the header length is specified between
ID3v2.2 and ID3v2.3. With .3, the headerlen is sync-safe,
but that was not specified in .2. So this patch doesn’t
UNSYNC the headerlen for .2 files.
