FS#622 - Fix for bug in set_elapsed()

There is a bug in set_elapsed() in mpeg.c, that currently only
seems to appear in one rare circumstance. If you attempt to
resume an MP3 with a VBR marker, but without a ToC, the file starts
playing at the correct position but the time display starts at
0:00.
