when selecting "view" on a file within Playlist Catalog it exits back to the Playlist Catalog directory without opening the file requested.

with cursor on playlist in Playlist Catalog, press navi

Hmm, actually after checking the file in a editor, it seems that the spacing in the different entries was incorrect, after correcting the spacing the "View" menu works fine.

So perhaps this isn't a bug after all, guess the spacing within the playlist file must be correct for "view" to be able to read the contents.
