Details

A talk unit that voices the time from an argument in seconds.

Two variants: one verbose and precise, one less so (if there are hours,
we don't need to speak the time with second precision).

This is just common code for:
-the id3 viewer (P6323)
-bookmark selection (P6240)
-playlist playing-time patch (P6338)
-Running time screen (P7777)
-Rockbox Info screen (P6138)

I'm told the Rockbox style prefers full words, so change xact to exact.
