We shouldn't need a new rbutil release to change bootloader behaviour, nor should how it works depend on what version of rbutil you are using. My preference would be to delay the release if it is possible to make rbutil get the info/code (a binary blob maybe, along with md5sum or similar) from the server. If that is not doable in the timeframe then I'd favour
