02:21:50saratogamp3 is kind of weird in that it defines a CBR mode but still allows the bitrate to fluctuate by shifting bits between frames
02:22:31dfktweird that aac still has an abr mode as well, next to vbr and cbr
02:22:39saratogai think newer formats don't even really bother with tricks like that and just let the bitrate formally vary rather then lend/borrow bits between frames to give the appearance of a constant bitrate
