On swcodec you record fm from the recording screen with the source set to radio - so I guess you only need the "start recording" action in the keymap file there

I found it in the H100/300 keymap file and my guess is that it's only in there (this keymap has a few more buttons than the average rockbox target and one of these buttons is actually labelled "Rec"
