I don't believe the win98 tools have sufficient functionality.

Try connecting your archos into a Linux box and using fdisk to
examine & modify the partition table. The fat32 partition needs to
have type "c - Win95 FAT32 (LBA)".

There's seems to be no reason why you can't have several
partitions - for example I've repartitioned my Jukebox Recorder
20G into a 9Gb fat32 partition (music) and a 10Gb ext2 partiton
(for transferring data files).

I suspect (but not verified) that both the Archos firmware and
Rockbox only use the first fat32 partition.
