Yes there is a gcc port for the AVRs and it works very nicely.

Question. How much juice can you take from the H11 (?) port line. Atmels
and PICs can supply about 20mA from a port line. They will also run off
a few microamps if they spend most of their time in low-power mode. Most
have UARTs built in for easy serial comms. Most are available in 3.3V.
