It is not unlikely that recent code don't build properly using that compiler and makefile. Most of the developers working on Rockbox use Linux and thus we attempt to make the windows version build simultaneously (we have *some* limited means to make sure of this) but we don't always succeed. I, for one, would love to see someone putting together makefiles for building the simulator using cygwin. After all, cygwin is the best suited environment on windows for building Rockbox, AFAIK. So far, the cygwin developing Rockboxers seem to be managing fine without building the simulator.
