There's this even more generic and in my view even better suggestion:

   4. Put a .cfg file next to the playlist using the same name (only
      a different extension), and then when we load the playlist, we check if
      there is a particular .cfg for it and then use/load that one.

Regarding number three, toggling shuffle is easily done using the
quick-screen on F2 (for recorders).
