I don't think base time should be configurable. 1/10 seconds is a good
compromise for everyone. Imagine you create ten wps-files based on the
one-second-setting and decide to switch to 1/10 seconds later. You have to
change the setting each time or change every wps-file. If we use 1/10
seconds from the beginning there won't be any problem.
