Several reasons:
1) The ID3v2.3 spec is so badly written that the exact meaning of it is debatable, thus the EAC author does not consider this behaviour a bug.
2) Many other programs than EAC also create text-only v2.3 genre frames.
3) id3v2.4 explicitly allows text-only genre frames, so we want to support it anyway.
