This is a bug. A known one too. The problem is that the changelog there is generated by a script at the time of the build, and the public anonymous CVS server at sourceforge very frequently fails. This *could* perhaps be fixed by some kind of clever retry attempt when this happens, but currently it simply results in a changelog without any noticable changes.
