Not necessarily, if it waited until just before the Disk Spindown timeout,
since by then the user is most likely done interacting. Waiting until
then would also provide maximum benefit.

I've noticed that sometimes after interacting with a menu and the disk
spins down, it has to spin up again a few seconds later to fill the
buffer. That DOES seem a little ridiculous to me.
