The text should scroll, even if the original text was short enough to fit into 11 chars. My conclusions: - We don't need a new language file format. - Non scrolling text should only be used if there is a good reason for it. ("English text fits the screen" is NOT a good reason.) Actually since we have multi line scrolling available, I don't see any reason why a text in a line orientated screen should not potentially scroll (if it doesn't fit the line).
