please check if these files exist (they should):

C:\cygwin\lib\gcc-lib\i686-pc-cygwin\3.2\cc1.exe + cpp0.exe
C:\cygwin\lib\gcc-lib\i686-pc-mingw32\3.2cc1.exe + cpp0.exe
C:\cygwin\rockbox\lib\gcc-lib\sh-elf\3.0.4\cc1.exe + cpp0.exe

clean your build-dir completely (including .deps ..) and try again.
