It does really. Most people like to have a good default setup.

 If a feature isn't default on, people might not find it.

but on the other hand:

 If a feature is annoying, some people might not find how to turn it off.

I would say that it's more likely that people understand that you can turn
off the jump scroll, than finding it and turn it on. That is one reason to
have it set to "one time" as default - they will see both jump scroll and
smooth scroll and hopefully think "how can I turn off the jump scroll" or
"how can I turn off the smooth scroll".

But then I coded the stuff, so I shouldn't decide how people think (although
you seemed to think as "my people" :-)
