sorry guys,
indeed there is a problem:

tar: Attempting extraction of symbolic links as hard links
tar: cygwin/lib/gcc-lib/i686-pc-mingw32/3.2/cc1.exe: Could not link to
`../../i6
86-pc-cygwin/3.2/cc1.exe': No such file or directory
cygwin/lib/gcc-lib/i686-pc-mingw32/3.2/cpp0.exe
.....

tarring under cygwin and untarring with native win32-tar doesn`t seem to
work.
sorry - my fault - didn`t test well enough.
It should be fixed now
