CVS toolkit?
Does this mean
 1) running CVS from the command line (cvs update) and connecting to
   a) sourceforge?
   b) somewhere else?
or
 2) running something else, called "the cvs toolkit"?
or
 3) running my own CVS server on my own machine, and dumping a .zip/.tar into it?
