If you split one big mp3 file into several tracks at frame boundaries, the bit reservoirs won't matter because the frames are put together again before decoding, the decoding chip won't notice that the file had been split. Bit reservoirs only make problems, if you try to encode several tracks independently and try to play those seamlessly.
