A more effective header to use is the Return-Path header. That is
*guaranteed* to always point to the mailing list owner's address
(specifically, the mailing list software sets it like that, and if it
doesn't, bounce handling for the list would be all screwed up).

Using the To: header is relying on a header that is absolutely not
guaranteed to point to anywhere in particular.
