No, by definition, two USB slave devices cannot communicate with each
other and nothing can change that.

USB On-The-Go devices will have the capability to act as a host or a
slave. Which device is which is determined by the cable if two "dual
role" devices are connected. If a dual role device is connected to a
standard USB device, the dual role device will act as host or slave
according to the need of the standard device.

not.
