It could make sense, yes. I do however always fear re-use of localization
strings, as the re-use may not always make sense for every supported language.
For example, on two specific places "yes" might be a good english word, while
a particular other language would need two different string because one of the
strings is used in a different context.

I think it will make it harder to maintain, as single rock authors would then
need to decide what generic strings that would need to be added to the master
one and which that go into the local one.
I think we should keep your idea in our minds when we start doing the
localization for the plugins, and if we find that we do a lot of duplicates
all over we can adjust to your suggested format.
Just my view of it.
