There are already tools for this. See http://mp3gain.sourceforge.net/.
Don't know how portable the command-line tool is though...

No direct support is required, as it does a lossless modification of the
MP3 file.

The latest (beta?) version supports writing the gain information as tags,
which could be supported by Rockbox (though it would have to be
implemented by manipulating the volume). Not important though; I've used
MP3Gain ever since I bought my Archos. :)
