Why? I've met many dumb people over the years and it seems that there is a
never-ending supply of them. People buy penis enlargement pills from
spammers. Motorcyclists end up dead because they didn't wear helmets.
People hand-feed bears in national parks.

Yes, there is. We let anyone with a computer on the Internet without even
the most rudimentary test of their skills and then let them bumble around
without fining them or suspending their access when they do dumb things. If
we handled automobiles and driving the same way, our highways would look
like the beach at Normandy on D-Day.
