The FM unit does charge when in USB mode, it just doesn't indicate it on the display. To verify this, go into the Debug->Battery screen before plugging in your USB, then press DOWN to go to the screen which shows the battery level and external power level. Then plug in your USB and you will see the external power rise from zero to a few volts.
