Hardeep,

Actually, I had to build the English.lng file all by myself. I wonder why
it's not being built for me, like you say it should? Perhaps something is
missing? Should there be a message appearing in the output from the make
command?

Performing a search in my entire cygwin directory tree doesn't turn up an
English.lng file after a build.
