They are set to hover.
They used to work a few weeks ago when I had the MP3 files named exactly the
same as the folders, with a .MP3 extension, and in the same directory as the
matching folder.
So I don't know why it worked, and I don't know why it quit working, and I
don't know why it does not work now.

Are your voice config settings for folders set to 'hover' or 'on enter'?
  If not, you're not going to hear the spoken names.
