The closed version of their firmware required different flash chips, so
they could charge a premium for the voice versions.

The Open Neo has the same issue, as the software that programs the flash
checks which flash version you have. It's not a technical issue, it's a
commercial one.

They use a TTS engine to create voice files offline, just like our .tbx
files.

I don't know. It's a simple flash chip.

I guess it doesn't contain more than a specially formatted ID data
structure, or maybe some executable code for voice file playing (unlikely).
