I'm guessing you are referring to the one at
http://homepage.ntlworld.com/cyborgsystems/CS_Main/RockBox/RockBox.htm ?

When you download the Tarball, for example rockbox_daily-20040616.tar.gz,
and extract it to C:\RockBox-DevKit\home\rockbox it is created in a folder
called "rockbox-daily-20040616"

I would normally rename this to "20040616" to a)reduce typing in later
Steps and b)keep a meaningfull name for that build...

Then following the instructions in the read-me that is part of the devkit
=== Windoze NT AJZ Build ===
/~> cd tarball
/~> mkdir MyAJZBuild
/~> cd MyAJZBuild
/~> ../tools/configure
/~> make

Notes
You may call your 'tarball' & 'build' directories anything that pleases you.

So I would type
/~> cd 20040616
/~> mkdir Build
/~> cd Build
/~> ../tools/configure
/~> make

When it is finished, look in the
C:\RockBox-DevKit\home\rockbox\20040615\Build
Directory for your .AJZ/.UCL and .ROCK files etc...
