(I use it) Ah! Further to my earlier post, where it seems I missed the point. Yes, you need a DevKit AND a TarBall. There are (afaik) four ways to 'get a devkit': 1. Install Linux 2. Install full CygWin (see cygwin.com) ...good luck, I've never managed it. 3. Use the version-1 dev kit from the Rockbox homepage http://rockbox.haxx.se 4.
