Stuart and Jim both asked for followup info:

I took some voltage readings with my trusty Beckman, and here's
the results, also with a quick debug dump. Hopefully this'll make
sense to somebody, because it doesn't make sense to me.

Both of these drives work correctly in an external USB caddy as well
as directly plugged into the IDE cable (with adapter)

Toshiba MK6021GAS:

Starting volts: 5.38v (off)
Power-on volts: 5.32v (no spinup)
