Of course you can buy them, and there's nothing stopping you from using
this equipment in a difference country where the frequency bands may be
different (other than the Law, of course ..)

I think European law generally forbids FM transmission in the standard
88-108 MHz range (i.e. individual countries may or may not allow ipod FM
transmitters, but generally speaking, they are illegal to operate in
Europe)
