Yes, but that's not part of the GPL's »Terms and Conditions« -- it is just part of the *suggested* (not mandatory) procedure of how to make one's program freely available. There's nothing in the GPL that requires you to give any address at all when you release a program as free software. However in virtually all cases this makes good sense since other people might want to talk to you about bug reports, enhancements or alternative licensing options. If you determine that you would rather not bother, then there's nothing to keep you from publishing your code anonymously -- but in that case you will probably have to put up the source code alongside it to be compliant, as per GPL §3(a), since people will not be able to contact you to exercise GPL §3(b).
