You can also look at how we do it in our ATA driver. You see, Rockbox
*disables* the automatic ATA standby feature in the powersave settings,
to have complete control of the spindown. This should be restored in the
USB handler.

Someone with a clue and some spare time could just make use of the
already existing code in the ATA driver to restore the powersave settings.
