Turns out that when the batteries are low, the recorder starts to boot, but shuts down again At this time, Rockbox won't load, or only load partially. After having it on recharge for ten minutes or so, the JBR starts up fine, although a full recharge is probably better. The bundled batteries, at least in my recorder, are really crappy.
