To find a "God" you probably must not search in Germany. Heaven or so is a better place to find.. ;-) just joking.
The power consumtion is quite normal. And as far as I remember the old hitachis don't spin down at all in USB mode. Newer drives fall asleep if nothing is copied. I think you find some here in the list who sells you his old 20gig drive.
