I sure don't mind going to control panel to do this, but I was thinking of
those who don't know how to access their control panel.
So with that thought, don't you think it might be helpful to put a link to
that speech icon into the utility?

In addition to some handy rockbox URL's, there is now a button to do just
that,
labeled "Speech - Control Panel". Clicking on that button will open the
Speech
Properties applet for you.
