I would suggest that what you are looking for is an user-config menu which
configures itself automatically. That is, not "i would like <this> option
in my special menu" but more of a "please work out what options I want and
make the menu for me" ...Might that be "user-config with AI"?

If picking a menu option would put you in a place where you could pick that
same option again, you can keep on picking that option ad-infinitum. At
some point, the amount of memory required to follow you into the infinite
spiral gets so much that the player falls over.

The solution is to pass all menu reuqests via a "policeman" function, but I
could never convey this idea clearly enough to spark interest with the devs.

appropriate.
