cygwin implements symlinks on fat32. I remember in earlier versions it
was a very simple file in the filesystem which it interpreted in a
special way, but I think in more recent versions (I mainly use linux
now, so I can't quite remember) it actually made a windows-compliant
shortcut. This might be worth looking into. (and also patching the
linux vfat driver to accept cygwin-style symlinks :)
